The new budget cut has certainly impacted the entire nation in all kinds of ways. “Out of the 47 States with newly enacted budgets, 38 or more states are making deep, identifiable cuts in K-12 education, higher education, health care or other key areas in the budget for fiscal year 2012” (Williams, Leachman, and Johnson 1). Over the years, more and more children are enrolled in public schools, and more students have furthered their education in universities. Even so, Williams, Leachman, and Johnson identify that many universities in most states have no choice but to cut down their budget and spend less on their services in 2012 than before (1). In Louisiana, what the budget cut has done is that, due to severe budget cuts, Louisiana’s governor Bobby Jindal plans to slash approximately 10 percent from budget of higher education, not forgetting that the proposed cut comes atop the $350 million that was already slashed from the higher education budget over the last two years (Hall 1). There is some politicians who think more spending is the best short term solution. The other side believe in a smaller government role will benefit the deficit and debt through a long term solution. In 1985, the deficit was over 200 billion and there was a plan put in place to reduce it. Aftermany years of talk about a balanced budget amendment to the Constitution, which would require a balanced budget on an annual basis,Congress passed the Gramm–Rudman–Hollings Act in 1985. (Amacher, R., Pate, J., 2012) This act was a strategic plan to reduce the deficit to zero in a certain time period. This act is a good guideline to start from, but it doesn’t project things like war or aids that usually sends the budget in another direction. Clearly this is a government, emboldened, no doubt, by its 282 seats, yet many question how much of this was divulged in the highly anticipated budget. Principle of continuity was seemingly chosen over political consideration, causing many a people to question the intentions of Mr. Jaitley and the Modi Government. Reconciliation with a flawed inheritance, is what Is evident by the budget, leaving expectations of path breaking reforms, or “Modification”, postponed if not shattered. This said, the budget does very successfully incorporate small, viable steps aimed at curing long standing issues of deficit, investor skepticism and inflation. Faced with a near-empty treasury and massive outstanding obligations, Mr. Jaitley had very little room to maneuver.
